I need to set up wireless internet in my home and I want the cheapest price. Is bundling cable & internet the best option?

At times my wireless connection automatically connects to my neighbors when my signal is weak. Can the files on my computer be seen while using someone else connection. I know I can see all of my neighbors files on there computer when I use there connection. There wireless internet does not have a password so I think that’s why I can see there stuff. I just bought an HP Omnibook 900 with an Airlink 101 Wireless card. The previous owner said that he used the wireless to connect to the internet without any problems. So here is the question. This is my first time using a laptop with wireless, so If I am in a hotspot offering wifi (such as a bookstore), what do I need to do to connect to the internet.
